The 3rd Asian Youth Games will take place in November 2021 in Shantou, Guangdong Province, China. To actively carry forward the Olympic Spirit and the core values of the Asian Youth Games, fully present the vigour and vitality of the Asian young people in the new era, promote cultural and sports exchanges among Asian countries and regions, and deliver a wonderful edition of the Asian Youth Games to Asia and the world, the Office of the Steering Group for the Preparations for the 3rd Asian Youth Games (hereinafter referred to as the “Office”) hereby solicits proposals from people around the globe for the emblem, slogan and mascot of the 3rd Asian Youth Games. The announcement is made as follows:
I. Requirements for Submissions

The submissions shall fully reflect, subtly convey, and organically integrate the essence of the traditional Chinese culture, the values of the Asian Youth Games, and the unique elements of Shantou.

(I) Emblem
The design of the emblem shall be creative and dynamic, with clear and smooth graphics, the features of the times, sports and regional characteristics, simple and decent colours, vivid and appropriate implications, strong visual impact, and direct-viewing overall aesthetic appeal. It must include the following elements:
1. The core element of the OCA symbol – the “shining sun” (For details, please visit the official website: https://www.ocasia.org).
2. The English name of the Games–Asian Youth Games (which can be written in lower-case letters where appropriate for the design).
3. The Chinese PINYIN of the host city–SHANTOU (which can be written in lower-case letters where appropriate for the design).
4. The year of the Games in Arabic numerals–2021.

(II) Slogan
1. The slogan shall fully reflect the values of the OCA, the spirit of the Asian Youth Games, and the theme of promoting friendship and peace. It shall demonstrate the elegance of the Games as a sports gala and a cultural pageant, and integrate sportsmanship, Chinese culture and the elements of Shantou.
2. The submissions for the slogan shall be succinct, vigorous, expressive and touching, and easy to be accepted by people from different countries (regions), and of different ages and cultural backgrounds. The creator shall try to make the slogan unique, stylish, catchy and inspiring.
3. The language used for the slogan shall be Chinese or English and the total word count shall be within 20 Chinese characters or 10 English words.

(III) Mascot
1. The mascot design shall fully reflect the local culture of Shantou and the image of Shantou people in the new era, and shall be novel, creative, vivid, concisely shaped, bright-coloured, lovely, auspicious and joyful. It should be widely recognised by people of different countries and cultures in Asia.
2. The shape of the mascot shall be highly flexible and creative, allowing the design options for different expressions, postures and movements as needed to make it more vivid.
3. The mascot shall be named and can be personalised based on a fabricated story, experience and character.

II. Rewards

1. For emblem design proposals, RMB 100,000 will be awarded for the finally selected submission, and RMB 10,000 will be awarded for each of 10 short-listed submissions (including the finally selected submission). The prizes are pre-tax. For submissions of different categories, the prizes are applicable on a cumulative basis. For submissions of a single category, the prizes will not be calculated cumulatively. The same rule applies to other categories as below).
2. For slogan proposals, RMB 10,000 will be awarded for the finally selected submission, and RMB 5,000 will be awarded for each of 5 short-listed submissions.
3. For mascot design proposals, RMB 100,000 will be awarded for the finally selected submission, and RMB 20,000 will be awarded for each of 5 short-listed submissions.

III. Time Frame for Submission

The participants shall submit the sealed design proposals (one original and one duplicate) in person or mail them to the Cultural Exchanges Department of the Office of the Steering Group for the Preparations for the 3rd Asian Youth Games before the deadline. The starting time and deadline (Beijing Time) for each category of submissions are as follows:
1. Starting time for submission: 9:00, January 1, 2020
2. Deadline for submission of emblems and slogans: 16:00, January 31, 2020
3. Deadline for submission of mascots: 16:00, March 31, 2020
